Do I have an operational need if I am not currently employed?

If you are seeking employment which works in or supports the maritime and offshore industries and believe that you will require unescorted access to a MSZ at least once a year, then you can apply for an MSIC.

It is important to remember that possessing an MSIC does not grant access to a MSZ. Likewise, federal regulations state that it is an offence to retain an MSIC if you no longer possess an Operational Need for an MSIC.
